Jennifer Chien is a Senior Policy Counsel in the Financial Fairness team. She works to advance policy and regulatory reforms on issues that pose the greatest risks to financial consumers in order develop a more safe and fair marketplace.
Jennifer comes to CR with an extensive background in financial consumer protection policy and regulation. Before joining CR, Jennifer served for nine years as a Senior Financial Sector Specialist in the Financial Inclusion & Consumer Protection team at the World Bank. While at the World Bank, she helped to assess market practices that pose high risks to financial consumers, identify regulatory and institutional gaps, and develop regulatory reforms in over 20 countries around the world. She also led research on emerging policy approaches to address cutting-edge financial consumer protection issues in digital financial services and fintech.
Jennifer previously worked as an independent consultant for the World Bank, USAID, and other clients, specializing in enabling policy and regulatory environments for digital financial inclusion, microfinance, financial consumer protection regulation, and market conduct supervision. Prior to that, Jennifer worked at the Consultative Group to Assist the Poor (CGAP) as the manager of the Financial Inclusion Regulation Center and in the private sector as an attorney at Simpson, Thacher & Bartlett LLP, a credit union analyst at the World Council of Credit Unions, and a management consultant at Oliver Wyman. Jennifer holds a bachelor’s degree in economics and political science from Stanford University and a law degree from Harvard Law School.
