There is nothing better than actual implementation to really test a concept. The best way would be to implement a specific concept on a neighborhood level and if found successful, apply nationwide. It is also interesting to be open for experiment projects and get the community involved and excited about new ideas and unconventional approaches.

The best method for this is called an IBA and it has been practiced in Europe for over 100 years. Now there is also an IBA in Melbourne. The method is owned by the German government. >> https://www.internationale-bauausstellungen.de/en/ IBAs have turned around entire regions. And, 40 years ago, they initiated European cities to turn away from the American modern suburban model and embrace their quality urban framework again. Today, these cities are success stories in the fight against climate change, while the rest of the ‚modern‘ cities is careening towards the abyss.
