We surveyed 443 Japanese small and medium enterprises (SMEs) to evaluate the impact of Japan's new Economic Security Promotion Act (ESPA). For Japanese SMEs: ► Foreign countries, particularly China, are the primary cause for economic security concerns and business risk. ► The overwhelming majority lack the resources and capacity to develop and implement supply chain resiliency measures, and have not developed a strategic plan to address risk. ► Greater government outreach and new support programs are needed to strengthen private sector and particularly SME compliance with ESPA mandates. CIPE's Marc Schleifer took part in a Friday event organized by the Taipei Economic and Cultural Office in New York (TECO-NY) on the sidelines of the 2024 UN High-Level Political Forum, on the topic of “Effective Delivery of Sustainable, Resilient, and Innovative Solutions for Development through Global Partnerships.” In addition to TECO, the event featured speakers from the governments of Republic of Palau and Belize, followed by a panel discussion that Schleifer joined with representatives of the Taiwan International Cooperation and Development Fund and USAID, moderated by the Executive Director of the Center for Sustainable Development at Columbia University. Schleifer offered remarks on ways in which the private sector is contributing to the delivery of sustainable and resilient development solutions, and provided examples from CIPE’s successful work fostering innovative public-private partnerships in this space.

#Iraq | CIPE has worked in Iraq since 2003, supporting civil society organizations in advancing private enterprise and market-oriented reform programs. Our partners help spark dialogue and collective action, making provincial governments consider private sector development priorities. In the Wasit province, CIPE partner Inbithaq advocated for the province’s share of revenues guaranteed by the Iraqi Constitution. After succeeding, the provincial government spent the revenue it received on crucial development priorities -- infrastructure, basic services, industry, and education. Then, in December 2023, when the first provincial-level elections in a decade were held, incumbents in the provincial government who championed this development were rewarded at the ballot box. In Africa today, over 100 companies and individuals have been sanctioned by The World Bank. Most of these sanctioned companies and individuals stay debarred from bidding and participating in Bank-financed projects for much longer, after their release date. The key obstacle? Failing to demonstrate a satisfactory enhancement of the compliance program and a shift in corporate culture.
