OSHA released the text of its proposed standard for heat illness and injury prevention for indoor and outdoor settings last week. OSHA did not carve out specific activities and requirements, which SC&RA, along with its industry partners in the Construction Industry Safety Coalition (CISC), have been requesting since the beginning of this rulemaking process, and most recently during a meeting with the Office of Management and Budget. Attention SC&RA members who move and support permitted OS/OW loads within NYC!!! Two things you need to know: 1. NYCDOT is currently "working to keep up with changes in residential and commercial land use patterns, the transportation network, reduce network redundancies, and adapt to changing delivery patterns" through its Truck Route Network Redesign project: https://ow.ly/2feA50Syjbh. SC&RA is encouraging all members who move and support permitted OS/OW loads within New York City limits to provide comments to the City, indicating those routes that are most important to your operations, and which must be preserved and expanded for future OS/OW freight mobility. Be sure to provide any comments you may have by July 31. 2. SC&RA is also organizing a working group of interested members to provide NYCDOT association-wide input on specific routes and other concerns. SC&RA filed comments to the California Department of Transportation (CalTrans) in response to a proposed change to the agency's variance (superload) permit policy that would deny approval of an application within 60 days if the carrier was unable to coordinate law enforcement escorts with the California Highway Patrol (CHP). Noting that CalTrans permit application process is already hindered by the state's lack of a 24/7 auto-issue permit system, SC&RA also reminded the state that coordination with other public agencies like CHP and localities is often time consuming as well, and that a 60-day denial policy presents a major risk to California's freight mobility and economy. SC&RA joined its partners at the California Trucking Association to communicate these concerns, raised recently at a meeting of the California Transportation Permit Advisory Committee (CTPAC), one of the nation's only formal joint industry and government forums addressing OS/OW permit issues at the state-level. California’s permit policy issues, including its lack of a 24/7 auto-issue permit system, was prioritized by the SC&RA Permit Policy Committee as a Top 5 state for advocacy efforts in 2024.
