The Arizona State Hospital also offers 12 hour shifts for our Direct Care staff as well as some alternative work schedules, flexible hours for non-direct care staff. Job Summary

Reporting directly to the Chief Executive Officer, the Chief Compliance Officer has principal responsibility for all hospital wide compliance-related activities. This includes ensuring that the hospital meets all state and federal hospital licensing, accreditation and certification requirements, clinical standards and practices. This position oversees the hospital Grievance and Appeals process, ensuring compliance with mandated process and timelines associated with these reviews. This position also has significant management responsibilities, which might change from time to time depending on the priorities and needs of the hospital. The position works collaboratively across hospital organizational units and fosters collaboration among hospital managers, staff, ADHS divisions and outside entities as required.


The Chief Compliance Officer is responsible to develop, implement, and evaluate the hospital wide compliance program toward meeting federal and state licensing, certification, and accreditation standards. The position serves as the principal contact for licensing and accreditation agencies. The Chief Compliance Officer ensures that the hospital meets the accreditation standards of the Joint Commission, the benchmark for hospital quality of care. The Chief Compliance Officer ensures that the hospital's federal funding through the Centers for Medicare and Medicaid Services is secure by establishing and monitoring hospital policies and practices, and direct care and treatment services, for compliance with federal criteria. The position ensures that hospital standards and practices are consistent with the requirements to maintain hospital licensing by the Arizona Department of Health Services Division of Licensing. The position directs and coordinates all documentation in preparation for external surveys and reviews, and prepares, monitors, and reports on corrective action plans to address deficiencies identified by licensing, certification, and accreditation authorities. The Chief Compliance Officer represents the hospital in meetings with federal and state agencies, patient advocacy groups, consumer groups, and the general public.


Job Duties:

  • Policy and procedure development. maintenance and dissemination; to meet local, State, Federal and accrediting body guidelines and requirements.
  • Provides oversight and supervision to the hospital legal manager, legal assistant, and all processes completed by these staff including execution of public records requests.
  • The position develops, plans, and implements hospital wide compliance initiatives and reviews practices affecting patient care and program performance. In collaboration with all hospital stakeholders. Identifies hospital adherence to quality standards and, where deficiencies exist, takes steps to ensure that improvement plans for those processes and services are developed, and tested periodically to ensure that compliance is attained and maintained.
  • Provides oversight and supervision to the grievance and appeals staff to address complaints received from or on behalf of members served.
  • Other duties as assigned as related to the position.


Knowledge, Skills, & Abilities:

Knowledge of:

- Behavioral health practices and programs, leadership and organizational principles and practices

- Oversight and regulatory methodologies

- Managed care delivery systems, state government and management practices; state laws, regulations and rules related to behavioral health and primary care; program evaluation; contract administration; HIPAA; business continuity and disaster planning; public information request regulations and processes.

- Knowledge of the performance management (PM) model and continuous quality improvement (CQI) methods in a public health setting.


Skill in:

- Leadership skills to inspire, motivate and stimulate cooperation and collaboration, team building skills, management and supervisory skills

- Analytical and decision-making skills; problem solving and troubleshooting; oral and written presentation and communication skills

Selective Preferences:

The ideal candidate will have:

  • Master's degree or higher in law, a behavioral health or social science field.
  • Five years+ of experience in leadership and management.


Pre-Employment Requirements:

A State Hospital employee must be able to obtain a valid Level One Fingerprint Clearance Card pursuant to A.R.S. § 41-1758.07.


Driving is required for State Business.


Employees who drive on state business require possession of and the ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license checks, must maintain acceptable driving records and must complete any driver training (See Arizona Administrative Code R2-10-207.11).
