I. Description Of Services

Texas Health and Human Services Commission requires the services of 1 Database Administrator 3, hereafter referred to as Candidate(s), who meets the general qualifications of Database Administrator 3, Data/Database Administration and the specifications outlined in this document for the Texas Health and Human Services Commission.

All work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

Enters codes to create production data base. Selects and enters codes of utility program to monitor database performance, such as distribution of records and amount of available memory. Directs programmers and analysts to make changes to data base management system. Reviews and corrects programs. Answers user questions. Confers with coworkers to determine impact of data base changes on other systems and staff cost for making changes to data base. Modifies data base programs to increase processing performance, referred to as performance tuning. Workers typically specialize in one or more types of data base management systems. Providing assistance in the planning, development, maintenance, and monitoring of integrated database systems, and ensuring that the conceptual and design phases of new applications are consistent with the structural parameters within the database environment. Evaluates users' requests for new data elements and systems, incorporates them into the existing shared data environment, and provides technical assistance. Coordinates the use of data to ensure data integrity and control redundancy, loads databases, and reorganizes as needed. Performs data modeling and prototyping. Performs logical and physical data modeling, designs relational database models, and creates physical data models from logical data models. Performs security recovery procedures. Determines and implements database search strategies and storage requirements. Maintains data dictionary ensuring uniformity of definitions and sets standards for use of data dictionary. Monitors database performance and recommends efficiency improvements. Creates test database environment for applications section, including the creation of necessary libraries and procedures. Executes the procedures necessary to save, retrieve, and recover databases from hardware and software failures within established procedures. Assists with determining, implementing, and enhancing standards on database security and with monitoring agency disaster recovery procedures and systems. Assists with the installation of database software and with analyzing, designing, and implementing databases. Assists in benchmarking and threshold testing of databases and with establishing and controlling necessary database security. Assists in the selection of database management software. Experience in computer systems analysis or computer programming work. Knowledge of the principles, practices, and techniques of computer programming and systems design; of computer operations, systems, and procedures; of project control and cost estimating techniques; of computer programming languages; of data processing flowcharting techniques; of database structures and theories; and of current database technologies. Has working knowledge of EIR Accessibility standards and assistive technologies. Ensures that user interfaces for database administration and inputting, viewing, outputting data(via reports) are compliant with accessibility standards. Provides support to users in obtaining data / information when EIR Accessibility issues arise.�

II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements:

Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 8 Required Experience perform Database refreshes/clones and provide support for building development and testing databases. 8 Required In-depth knowledge of Oracle internal views, shell & SQL and PL/SQL scripting. 8 Required Experience managing Oracle databases versions on Solaris and Linux systems including shell scripting and tuning. 8 Required Solid experience in managing Oracle version 19 databases, Real Application Clusters (RAC), and Active Data Guard. 8 Required Experience developing tools to administer large numbers of test & development database environments. 8 Required Experience with on-call and providing 24x7 coverage for supporting Production & Development database systems. 8 Required Experience designing, installing & maintaining large size databases. 8 Required Thorough knowledge and working experience in setting up infrastructure for databases in datacenters at multiple sites including cloud infrastructure. 8 Required Working experience in moving live production, development and testing database and applications hosted in different physical sites. 8 Required Experience with administration of Oracle database on Oracle SuperCluster and Oracle Exadata database machine including configuration and patching. 8 Required Experience with administration of MSSQL Server, EDB PostgreSQL Enterprise databases. 8 Required Experience with migration, configuration and support of Oracle databases on cloud infrastructure (AWS preferred). 8 Preferred Experience troubleshooting the database software and its infrastructure and where necessary engage and support the software vendor with problem analysis and resolution. 8 Preferred Experience configuring and maintaining a highly available database architecture including Real Application Clusters (RAC), Data Guard, an Automatic Storage Management (ASM). 8 Preferred Experience supporting migration of Oracle Databases from Solaris to Linux. 4 Preferred Experience using Remedy, ITSM, PPM and ServiceNow.

III. TERMS OF SERVICE

Services are expected to start 09/18/2023 and are expected to complete by 08/31/2024. Total estimated hours per Candidate shall not exceed 1960 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

IV. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 701 W 51st St Austin, TX 78751. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.

TIERS project has increased demand due to the Pandemic Health Emergency. The increase in demand requires additional support with code releases in all environments, development, test, production, training and disaster recovery. Support is also required for improving the disaster recovery process to reduce the workload required to support Disaster Recovery. This position will support Oracle database on Oracle SuperCluster systems. This position will also provide additional support for MSSQL Server Enterprise for a critical application in TIERS and this expertise does not exist on the team. The position is required to provide on weekends during a release and/or maintenance. The position is required to be Oncall. This position will also support for PSR Team including analyzing, troubleshooting, and executing data corrections production databases.
