Dept VP, FGR Operations and Communications

The Department Vice President, Federal Government Relations (FGR), Operations, and Communications is a United States Senate, U.S. House of Representatives, and Executive Branch advocate with general lobbying responsibility on all APCIA federal issues. Has responsibility for all aspects of those issues, including planning, lobbying, coordination of coalition, grassroots, public affairs, industry risk management, and management of internal and external lobbying efforts.


Heads FGR operations, including budget planning and execution, managing division work streams, and leading and collaborating on inter- and intra-divisional work within FGR and other divisions. Leads FGR strategic planning, performance integration, and internal and external stakeholder communications.


This position reports to the Senior Vice President, Federal Government Relations and Political Engagement (FGR & PE), and works collaboratively with all APCIA divisions to accomplish assigned goals.


Principal Responsibilities


Department VP Federal Government Relations Responsibilities:

  • Serve as a senior lobbyist with responsibilities in the United States Senate, U.S. House of Representatives, Executive Branch, independent agencies, and other entities on APCIA's strategic goals, key initiatives, regulations, and other matters.
  • Maintain relationships with Congressional Committees, Members of Congress and their staff, regulators, and other policymakers.
  • Collaborate with APCIA staff and members, industry representatives, coalition partners, and other interested parties to develop and execute comprehensive government relations strategies, including policy development, research, grassroots, industry risk management, and public affairs necessary to achieve the best possible legislative or regulatory outcomes on issues impacting the property and casualty industry.
  • Coordinate and collaborate with Policy Research and International (PRI) staff to monitor and analyze legislative or regulatory proposals and develop materials for federal policymakers to advance APCIA advocacy priorities.
  • Proactively build and maintain relationships with APCIA member company government affairs representatives to assist in gaining insight on member company priorities, views on legislation and regulations, and to coordinate APCIA’s advocacy strategies and tactics.
  • Participate in all required APCIA meetings, including the planning and execution of key APCIA events such as Legislative Action Day, member company fly-ins, among others.
  • Provide leadership and direction to external lobbyists and Lobbyist Strike Forces in accomplishing APCIA advocacy priorities.
  • Enlist Members of Congress and their staffs to take appropriate action regarding proposed federal legislation, regulations, or other issues affecting the property and casualty industry.
  • Assess, prioritize, and make recommendations regarding APCIA PAC contributions to House and Senate candidates and lead the organization of successful candidate fundraisers; and
  • Lead APCIA and FGR teams on other issues and projects as assigned.


Management and Operations:

  • Assist SVP FGR & PE in managing all aspects of FGR division operations and execution by FGR vice presidents, assistant vice presidents, and support staff.
  • Responsible for coordinating cross-divisional work of FGR across APCIA.
  • Lead comprehensive design and execution of FGR strategic goals and balanced scorecard planning.
  • Support SVP FGR & PE in the human resources elements of designing annual performance plans that align individual performance goals with division goals and APCI's Balanced Scorecard to foster high-performance and collaborative culture.
  • Develop, structure, and manage the development and production of FGR's strategic advocacy plans.
  • Supports the SVP, FGR in the development of performance review content and the documentation of performance for employees under the SVP's supervision.
  • Lead preparation and execution of FGR operating budget.
  • Provide direction to Executive Assistant and Program Manager Federal Government Relations & Political Engagement including short, medium, and long-term planning as well as day-to-day execution.
  • Bring issues, opportunities, and challenges to SVP FGR & PE and assist in assessing and implementing related action plans.

 

Communications:

  • Lead and manage staff production of Federal Government Relations internal and external stakeholder communications; managing the preparation of board and committee reports; briefing memoranda; SVP FGR & PE talking points, member company communications, website materials, and other work product as assigned;
  • Drive consistent internal communications of SVP FGR & PE; and
  • Recommend and draft communications, including board reports, presentations, talking points, speeches, leave behind materials, correspondence, and briefing memos on APCIA federal advocacy priorities in a clear and compelling manner reflecting a comprehensive understanding of the issue and the intended audience.


Additional Responsibilities:

  • Provide direction and leadership to external consultants.
  • Secure guest speakers for APCIA events.
  • Comply with all aspects of division information and content management, utilizing available APCIA technologies, including effective use of Legislator Connection app, SharePoint, document organization, APCIA's Content Management System, Concur, among others.
  • All aspects of lobbying and campaign finance legal and financial compliance.
  • Other duties as assigned.

 

Qualifications


Educational Requirements:

  • Bachelor's degree required, Advanced degree in Law or Business preferred.


Experience:

  • 20+years of management experience as Congressional staff, Executive Branch official, or advocacy role specializing in financial services and/or insurance issues.
  • Treasury Department experience a plus.
  • In-depth knowledge of the legislative and regulatory process.
  • Demonstrated track record of leading teams and managing complex initiatives.
  • Mastery of internal and external communications.


Preferred Skills:

  • Significant knowledge of the Office of Management and Budget and Congressional Appropriations process.
  • Expertise working with the Department of Treasury, Committee on Ways and Means, and the Senate Finance Committee on taxation issues.
  • Widely recognized political instincts.
  • Strong inter-personal skills.
  • Mastery of Excel.
  • Agile with significant ability to multi-task.


Additional Notes:

This position is primarily in-person when Congress is in session. Significant work from home flexibility will be provided during major Congressional recesses and on an ad-hoc basis.
