The Texas Municipal Retirement System (TMRS) is a statewide public retirement system that provides retirement, disability, and death benefits to more than 220,000 employees, retirees and their beneficiaries of 938 participating Texas cities. TMRS’ investment staff manages more than $40 billion in Trust Fund assets.


Duties/Responsibilities  


The Deputy Chief Legal Officer reports to the Chief Legal Officer and provides legal advice to TMRS staff. Duties include:

           

·        Drafting, reviewing, and negotiating contracts.

·        Researching and advising on benefit administration and Member-related issues.

·        Ensuring compliance with state and federal statutes and administrative rules.

·        Monitoring legislation and collaborating on legislative initiatives.

·        Drafting and reviewing administrative rules.

·        Advising on plan qualification issues and related tax matters.

·        Preparing communications, memos, and legal opinions.

·        Responding to public information requests and other open government matters.

·        Coordinating work with outside legal counsel.

·        Special projects and other duties as assigned.

Education and Experience


A JD degree and at least 15 years of legal experience is required. All candidates must be a licensed attorney in good standing with a state bar association. A current State of Texas licensed attorney is highly preferred. Experience with tax-qualified retirement plans is a plus.
