Summary Description

Works under limited supervision to provide oversight, strategic planning, and leadership for all construction and capital projects throughout the District. Acts as a leader, technical liaison, and interface to administration, and Shelby County School Board, for construction projects, capital planning, and budgeting. Directs the program planning, organization, direction, and control of the construction programs, including the development of short and long-range plans to ensure business strategies and objectives are met.

  • Directs personnel to fulfill functions including refinement of project scoping, design development, agency approvals, procurement and bidding, construction contract administration, project scheduling, project cost estimating, project and program cost controls. This position will coordinate with their peers in Facilities Maintenance, other district departments, public and private stakeholders as well as community groups. program administration, and close-out of capital improvements.
  • Formulates and enforces standards for construction and renovations for the District.
  • Confers with representatives of the building trades, architects, engineers, contractors and others on design concepts and construction standards; arbitrate construction disputes as Directs and provides oversight to a team of managers, technical staff, and program management staff who are accountable for numerous projects.
  • Directs staff and establishes standards and effectively selects, trains, motivates, delegates, monitors, and evaluates performances to ensure targets and goals are Facilitates professional development and serves as coach and mentor.
  • Provides guidance and expertise regarding project planning, construction, value engineering, budget, schedule adherence, and monitors the progress, quality, and performance of all construction and capital projects.
  • Collaborates with District staff and develops long-range comprehensive master plans that include site selection, budgets, construction/renovations, bid specifications, and procurement procedures.
  • Writes specifications for various construction projects such as mechanical, HVAC, and roofing.
  • Ensures the Construction department establishes and executes strong program status dashboards, various program management reports (i.e. schedule, budget, risk, issue, and action logs), and maintains relevant records, files, and documents.
  • Supports Procurement and Contracts in the negotiation and fees of service providers (architects, inspectors, etc.) and in the award of construction services.
  • Approves and oversees change order review processes by architects or other vendors and monitors change orders with cost-estimating
  • Prepares necessary reports and presentations for meetings with Administration, Shelby County School Board, and attends public forums and meetings, as required.
  • Performs other related duties as assigned or directed.


Graduation from an accredited university or college with a Bachelor’s Degree in Architecture, Project Management, Construction Management, or related field of study; Plus, six (6) years of related field and managerial/supervisory work experience; OR, an equivalent combination of related work experience, education, and/or training totaling ten (10) years. A Professional Engineer (PE) or related professional certification to practice in the state of Tennessee is required. (License must be maintained as a condition of continued employment)

Degree Equivalency Formula

Bachelor’s Degree= 4 years plus required years of experience.

Master’s Degree= 2 years plus required years of experience. Where Master’s degrees are required, years for Bachelor’s Degrees must be included.
