About the Office of Sponsored Programs at the Georgia Institute of Technology

The Office of Sponsored Programs provides progressive and responsive assistance in several areas of research administration, including specialized educational, informational, and technological support to research administrators and faculty. OSP provides research faculty with full-service 'cradle to grave' support and administration for research contracts and grants at Georgia Tech including the following sponsors:

  • All Federal Agencies
  • State and Local Governments
  • Universities
  • Federal Agency Pass-Through (regardless of type of pass-through entity)
  • Non-Profits (excluding private foundations)


Services include review and interpretation of contract and grant requirements, determination of appropriate terms and conditions, and establishment of pre-contract agreements as well as the monitoring all active contracts and grants, including modification of existing agreements.

Job Summary

The Georgia Tech Office of Sponsored Programs (OSP) is responsible for non-financial central administration for all grants, contracts, cooperative agreements, and other agreements supporting research in Georgia Tech's colleges and other units, including the Georgia Tech Research Institute (GTRI). Annual research awards total approximately $1.3 billion. The Corporate & International Contracting, Exchange Agreements, and Subawards teams include approximately 35 professionals, including Directors, Managers, Contracting Officers and Contract Specialists, responsible for central proposal and award, exchange agreement, and subaward administration for sponsored projects across the institute. Responsibilities of the Executive Director include providing leadership, developing and implementing policies and procedures, establishing team priorities, setting employee and team goals, and assessing employee and team performance.

This position may travel 1% - 24% of the time.

This role is considered a position of trust.

This role is hybrid eligible.

Responsibilities

Duties may include but are not limited to:

  • Lead team responsible for: timely administration of sponsored research agreements, gift award letters, research support agreements (including but not limited to NDAs, MTAs, and DUAs), and subaward and related consulting agreements including identification and review of relevant sponsor requirements and Institute policies; proposal review and submission; negotiation of terms and conditions, and coordination with departments responsible for compliance with laws, rules, and regulations, such as research integrity, export control and research security.
  • Set goals and determine priorities for the team and its directors and managers.
  • Create and implement new programs and/or departments that effectively meet the needs of research faculty and staff.


Required Qualifications

  • A Master's degree , and seven (7) years of relevant full-time experience after completion of that degree, or
  • A Master's degree , and nine (9) years of relevant full-time experience after completion of a Bachelor's degree, or
  • A Doctoral degree and four (4) years of relevant full-time experience after completion of a Bachelor's degree .


Preferred Qualifications

Additional Preferred Qualifications

  • Certified Research Administrator, Registered Technology Transfer Professional, Certified Pre-Award Financial Administrator and/or Certified Financial Research Administrator.


Preferred Experience

  • Twenty years including ten years managing within an institution of higher education's research administration office
  • At least ten years of experience negotiating intellectual property rights clauses in various agreements.
  • At least ten years of experience with an institution of higher education or other not-for-profit institution receiving sponsored research awards more than $250M annually
  • Ten or more years of experience negotiating complex contracts with corporate and international sponsors


This job requires in-depth knowledge of grants and contracts administration regulations, intellectual property laws, international contracting norms, and policies and practices including the Federal Acquisition Regulations; excellent negotiation and communications skills; proven leadership skills including the ability to plan, develop and implement new programs and/or departments; effective management in a complex, compliance-driven environment; ability to identify practical solutions to challenging situations; and proficiency in making fact-based, timely decisions.

  • Maintain current working knowledge of relevant federal and state regulations and sponsor requirements.
  • Represent the Institute via participation on national association boards and committees.
  • Develop, implement, assess and maintain OSP policies and procedures for effective and efficient administration of gifts, grants, contracts, subawards and other sponsored agreements.
  • Participate in and/or lead strategic planning for OSP.
  • Engage in complex problem solving and advise the Associate Vice President for Research and/or General Manager on such matters.
  • Serve as subject matter expert on research administration including compliance requirements, Institute policies and state and federal regulations.
  • Perform other related duties as assigned.


KNOWLEDGE

  • Knowledge of intellectual property laws, international contracting practices and norms, and affiliated supporting organizations in a higher education environment
  • May require obtaining national security clearance


IMPACT & INFLUENCE

  • This position will interact on a consistent basis with: Georgia Tech academic and research faculty, their supporting finance and administrative personnel, deans, directors, associate deans, and school chairs; Office of the Executive Vice President for Research representatives; Office of Research Integrity Assurance; Procurement; Office of Technology Licensing; Office of General Counsel; Grants and Contracts Accounting; GTRI Financial and Research Administration; GTRC/GTARC management and staff; sponsoring organizations; and oversight organizations. This position will serve as a subject matter expert on research administration topics including intellectual property rights, corporate contracting norms and the Federal Acquisition Regulations and will supervise a team of over 30.
