The Role

Operating 7 days a week, the Harbor Patrol is responsible for being the first contact with arriving boaters to and around Two Harbors. Harbor Patrol welcomes and assists boaters with mooring and anchorage within the Catalina Island coves, which encompasses more than 25 miles of coastline and over 700 moorings.

Harbor Patrol ensures safe operations in and around the coves of Catalina Island and assists boaters with a variety of tasks. Harbor Patrol with licensed operator credentials may also ferry passengers to the pier for access to shoreside amenities. Other responsibilities include performing maintenance on the harbor patrol vessels, piers, docks, and other tasks as assigned.

The Harbor Patrol Captain I is an experienced boat operator holding a USCG merchant mariner credential with an OUPV endorsement.

Operators residing on their own boats for the summer may be assigned to a mooring and outer cove harbor patrol position at White’s Landing, Emerald Bay, or Catalina Harbor. A harbor patrol vessel will be assigned for use of actual patrols and fee collections.

Supervision Received and Exercised

Under general supervision, the patrol operator performs a variety of routine tasks that include the safe operation of a harbor patrol vessels, assistance to the general public, assigning and facilitating the use of moorings within the Two Harbors tideland areas.

Distinguishing Characteristics

This is a routine-level position responsible for performing a variety of routine tasks that include the safe operation of a harbor patrol vessel, assistance to the general public, assigning and facilitating the use of moorings within the Two Harbors tideland areas. The incumbent at this level may receive frequent instruction and assistance for their daily assignments.

Education And Experience

  • High School diploma/GED
  • Boat handling experience required
  • Must be at least 21 years of age.
  • Excellent organizational and interpersonal skills.
  • Live aboard boaters preferred.
  • Computer / tablet proficiency.

Knowledge of

  • ABCs of California Boating.
  • Occupational hazards and standard safety practices.
  • USCG navigation rules.
  • Honda Outboard Engines

Ability to

  • Operate a VHF radio while in control of a patrol vessel with onboard computer.
  • Operate a patrol vessel and maintain a holding pattern alongside another vessel against wind and current.
  • Respond in a safe and timely manner in general emergency situations, in accordance with established policies/procedures;
  • Exercise tact, self-restraint, judgment, maturity, and communicate effectively when dealing with a variety of people encountered in the course of work.
  • Complete grammatically correct, legible, and accurate reports and
  • Safely perform all assignments under all conditions.
  • Maintain constant awareness of surroundings.
  • Safely and effectively use, operate, and maintain equipment and tools, including harbor vessels.
  • Tie up boat properly following appropriate tie up procedures.
  • Understand, interpret, and apply all pertinent laws, codes, regulations, policies, and procedures.
  • Independently organize work, set priorities, meet deadlines, and follow up on assignments.
  • Demonstrate strong customer service skills and establish, maintain, and foster positive and effective working relationships.
  • Maintain records and files on work performed.
  • Use English effectively to communicate in person, over the telephone, and in writing.

Licenses and Certifications

  • Valid Driver’s License with a satisfactory driving record maintained throughout employment.
  • FCC Marine Radio Operator Permit
  • USCG Merchant Mariner Credential endorsed with the following:
    • Master Near Coastal: With this type of license, you can operate commercial vessels of 25, 50 or 100 tonnages — the maximum — and take more than six paying people on board as long as you meet the requirements. A Near Coastal license allows you to operate inspected and uninspected vessels on inland waters and up to 200 miles off the U.S. coast.
    • Operator Uninspected Passenger Vessel - Near Coastal: Commonly called a 6-pack license, the Operator of Uninspected Passenger Vessels credential allows you to sail with up to six passengers on board an uninspected vessel 100 tons or less. Uninspected means the Coast Guard doesn’t have to inspect your ship before you can operate, and the ship’s design and safety specifications aren’t as strict because the vessel can only operate on U.S. domestic waters.

Must Possess

  • Strength, stamina, and mobility to perform medium physical work and stand while operating the patrol boat over the course of an 8+ hour shift.
  • Adequate vision to read printed materials and a computer screen and to distinguish colors.
  • Ability to navigate safely during evening and night hours.
  • Hearing and speech to communicate in person and over the radio.
  • Walk, climb and descend pier ramps frequently in operational areas to perform assigned tasks.
  • Finger dexterity needed to access, enter, and retrieve data using a computer tablet
  • Hand dexterity with ability to grasp controls, throw a line and secure vessel to mooring.
  • Ability to frequently bend, stoop, kneel, reach, and inspect issues with mooring lines.
  • Ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds or heavier weights with assistance and/or the use of proper equipment.
  • Ability to handle stressful situations with guests and/or staff.
  • Ability to withstand varying open ocean conditions.

Environmental Elements

  • Work outdoor environments with moderate to loud noise levels on a boat.
  • May work in controlled temperature conditions, cold and hot temperatures, or inclement weather conditions.
  • Work near moving equipment and vessels. Ensuring safe practice to prevent any dangerous situation with lines.
  • Exposure to chemicals, mechanical and electrical hazards, and hazardous physical substances and fumes.
  • Interact with individuals in interpreting and enforcing rules, policies, and procedures.

Working Conditions

  • May be assigned an irregular work schedule, including weekends, early mornings, evenings, and holidays.
  • Operators living aboard their own boat will be assigned a patrol boat and duty to a cove by the harbor manager.
  • Typical working hours for the Harbor Patrol Captain I are an eight-hour shift between 7:00am-10:30pm.
