Reports To: Assistant Director, Assisted Housing

Summary

Interview clients to determine eligibility for Housing Programs to include; HOPWA, Permanent Supportive Housing and VASH. Maximize services by filling all available openings to attain the target amount of families on each Program.

Essential Job Functions

  • Conduct interim adjustments and re-examination reviews regarding program eligibility and take appropriate action in accordance with established procedures and HUD regulations
  • Interview applicants to determine initial eligibility or continued eligibility for housing
  • Obtain income and other required verification
  • Conduct background screening, as needed
  • Complete processing and inform applicant of decision
  • Explain procedure for locating housing and provide information on vacant units
  • Conduct interim adjustments based on reported changes
  • Calculate overpayments/underpayments based on changes
  • Send re-examination letters and packet including time for interview and process re-exam
  • Review information and documentation and determine continued eligibility
  • Process families porting into and out of THA jurisdiction
  • Work closely with other Housing Authorities and process billing for billing families.
  • Oversee counselors’ work, answer questions related to file compliance and regulations
  • Work closely with Document Imaging Department to assure procedures, policies and schedules related to department document imaging are followed
  • Process Check-run in absence of check-run Supervisor
  • Create and update reports for assigned department areas
  • Assist in the overall operation of departments, and fill-in for supervisor as needed
  • Input information in computer and update information periodically, as needed
  • Prepare departmental correspondence in accordance with established procedures using computer
  • Assist in training housing counselors by reviewing work, and providing information to supervisor
  • Answer questions to assist staff in processing work
  • Fill-in for supervisor, as needed
  • Establish and maintain reports to supervisor

Knowledge, Skills, And Abilities

  • Knowledge of modern office practices, procedures, and equipment
  • Knowledge of HUD and organizational regulations, policies, and procedures
  • Knowledge of Section 8 program requirements
  • Knowledge of business English, spelling, arithmetic, and vocabulary
  • Knowledge of basic computer operations and data entry
  • Ability to work in a responsive environment where co-workers or citizens present problems for resolution.
  • Ability to understand and follow oral and written instructions
  • Ability to read, understand, and apply HUD and organizational rules, policies, procedures, and instructions
  • Ability to operate basic office equipment including a computer, fax machine, telephone, copy machine, etc.
  • Ability to establish and maintain effective working relationships with the public, residents, and other employees
  • Ability to interact with the public, businesses, and other organizations in obtaining and providing information in a polite and efficient manner, both in person, and on the telephone
  • Ability to use sound judgment in order to make decisions in accordance with established procedures and guidelines
  • Skill in communicating orally with others, particularly potential residents and residents, in order to explain the lease, payments, deposits, and answer questions
  • Skill in dealing with people in a polite and diplomatic manner

Minimum Qualifications

  • Requires an Associate’s degree in Public Administration, Sociology, Psychology or related field.
  • Requires one (1) year of experience or specialized training in public housing; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
  • Requires Level II Background Clearance.

Other: Valid Florida Driver’s License Insurable under the agency’s insurance policy
