Housing Project Coordinator

This is a full-time position with the Green & Healthy Homes Initiative (GHHI). The Housing Project Coordinator is responsible for coordinating the day-to-day activities required for Housing Intervention Services with the Maryland Programs Department to execute all Healthy Homes, Energy Efficiency, Health & Safety, Aging in Place, Lead Hazard Reduction and Housing Rehabilitation interventions in residential homes including HUD Healthy Homes Production Grant units. The position aims to leverage leadership ability, project coordination skills, attention to detail and technical expertise to facilitate the reduction of home-based environmental health hazards and energy loss in client homes. The position is a rewarding position that produces housing interventions that make homes safer and more energy efficient for low income children, families and seniors in Maryland with a focus on the Baltimore region.

Essential Duties

The Housing Project Coordinator is responsible for, but not limited to, the following duties:
  • Organize and coordinate all housing intervention activities to ensure that GHHI can consistently meet all monthly, quarterly, and annual benchmarks associated with any production-based funding and contracts awarded to GHHI.
  • Create and maintain production schedules for all assigned grants and contracts in coordination with Housing Rehabilitation Director, Production Manager, GHHI HIS staff, and GHHI clients and property owners.
  • Work in cooperation with GHHI Environmental Assessors, Energy Auditors and Housing Inspectors to develop final Scopes of Work and Cost Estimates for housing interventions.
  • Engage in constant communication with the Housing Rehabilitation Director, Production Manager and Crew Chiefs to ensure all materials, tools, and associated equipment required for the completion of a housing intervention is accurate and complete and prepared daily for all scheduled project work.
  • Provide Housing Intervention Services Team with all necessary documentation and the timely communication of all assigned scopes of work each morning for scheduled project work.
  • Verify program eligibility for clients where applicable and ensure that property owners sign the Mutual Service Agreement (owner agreement) and Scope of Work prior to intervention work commencing in their property.
  • Prepare cost estimates and purchase orders in advance for all Housing Intervention Services purchases, subcontracting and vendor utilization as assigned.
  • Coordinate housing intervention projects with subcontractor partners and vendors on a daily basis and ensure that subcontractors meet all certification, insurance and quality requirements.
  • Utilize program and GHHI approved software to capture and record all client and housing intervention and cost data as required by GHHI and its Data Team for reporting to funding agents and other relevant partners and stakeholders on services and outcomes associated with GHHI intervention activities.
  • Conduct initial walkthroughs of properties as necessary to prepare cost estimates and supplies purchasing for projects.
  • Conduct final walkthroughs of completed units as necessary to verify GHHI, Program and contract standards and requirements have been met for housing interventions in coordination with the Housing Rehabilitation Director and housing assessment staff.
  • Assist with maintaining Housing Intervention Services supplies inventory and inventory tracking.
  • Maintain close working relationships with all relevant governmental, non-profit, for-profit, and subcontracting stakeholders collaborating in the execution of production-based funding awarded to GHHI.
  • Support the GHHI Housing Rehabilitation Director and Finance Department in developing and submitting final invoicing for all Energy Efficiency, Health & Safety, Lead Hazard Reduction and Housing Intervention Services projects assigned and completed by GHHI.
  • Ensure all Housing Intervention Services Team tools, vehicles, and associated equipment are always maintained and in safe working order in cooperation with Crew Chiefs.
  • Participate in weekly Housing Intervention Services planning meetings and other organizational meetings.
  • Maintain a positive attitude and working atmosphere and mutual respect with the Housing Intervention Services Team, other GHHI staff and clients.
  • All other reasonable activities to support the President and CEO and GHHI’s mission.
Minimum Requirements
  • Must be highly organized.
  • 2+ years of experience in small business management, project coordination and control, or construction management.
  • 2+ years of experience coordinating scopes of work with sub-contractors and a demonstrated ability to read and understand housing intervention or construction documents.
  • 2+ years of experience with client customer service with a demonstrated ability to interact with, educate, and resolve minor conflicts with GHHI clients.
  • General construction knowledge. Understand the use and purpose of power and hand tools, equipment and supplies, and subcontractors necessary to complete projects relating to Lead Hazard Control, Health and Safety, Aging in Place, Weatherization and Energy Efficiency and Housing Rehabilitation.
  • Demonstrated ability to use Microsoft Word, Microsoft Excel, and Microsoft Outlook.
  • High school diploma or equivalent is required
  • Passage of Maryland Lead Supervisor or Worker exam. (GHHI will provide for costs)
  • Passage of EPA RRP Rule Renovator exam. (GHHI will provide for costs)
Preferred Requirements
  • Bachelor’s degree in business, project management or construction management.
Position-Specific Requirements

This position will be assigned duties that require the operation of a motor vehicle. The incumbent must maintain ready access to a motor vehicle, possess a valid motor vehicle operator's license in the State of Maryland, and required auto insurance.
