Responsibilities

We are currently recruiting for a Human Resources Benefits Program Manager with strong analytical and project management skills. In this key role, your primary responsibility will be to manage Keysight’s Health and Welfare Programs. You will be accountable for plan design, implementation, communication, and administration to achieve Keysight’s desired business results within a total rewards framework. This position will report to the Director of Global Benefits.

Major Responsibilities Include

  • Manage and administer US benefit programs- specific experience with self-funded medical plans
  • Manage Annual Enrollment
  • Support data file projects related to benefits
  • Responsible for Health Care Reform as it applies to the company
  • Support acquisition implementation
  • Budget ownership for vendors managed; forecasted costs and reconciliation
  • Manage ACA compliance
  • Provide SOX and proxy support for health and welfare plans
  • Manage third parties to deliver timely, targeted and cost-efficient benefits programs
  • Key role in establishing employee benefit guidelines; provide expertise in monitoring compliance issues, assessing the impact of legislative changes on existing employee benefit programs
  • Responsible for SPDs, 5500s, policies, procedures, and other benefit communications in accordance with federal and state legislation
  • Develop effective relationships and partnerships with internal benefits resources, other corporate resources (e.g., legal, finance, accounting, tax, HR Operations), business and HR resources at all levels within the organization to deliver timely, targeted, cost effective and coordinated benefits solutions
  • Develop and deliver timely, relevant, and effective benefits training programs for program participants, as applicable
  • Benchmark US benefits programs through participation in benefits surveys and networking with peer companies
  • Analyze benefits data for trends, cost drivers, and savings opportunities which align with Keysight’s benefits philosophy and long-term strategy
  • Prepare presentations for Benefits Committee
  • Manage or lead projects and key initiatives as needed

Qualifications

  • A Bachelor or Master's degree in Business, HR, Math, Statistics or equivalent.
  • 10+ years of benefits experience or equivalent skillset
  • Strong knowledge and experience in managing US employee benefits and health and welfare related programs, with an understanding of actuarial concepts
  • Proven experience in managing/delivering successful benefits programs
  • Strong vendor management skills
  • Ability to interact effectively with all levels of management
  • Very strong financial, analytical and audit skills; strong command of Excel
  • Strong understanding of systems and data interfaces with third party vendors
  • Preferred experience working in a global environment for medium to large size plan sponsors or equivalent skillset
  • Demonstrated ability to work independently
  • Strong project management and consulting skills
  • Excellent oral and written communication skills
