Culmen International is seeking Mid-Level Financial Program Analysts to support the Research Directorate at the National Geospatial-Intelligence Agency (NGA) on location in Springfield, VA. 

 

NGA Research necessitates SETA support distinct from NGA Financial Management for R&D program planning, budget formulation, acquisition assistance, and financial management of RDT&E and O&M funds. This support will benefit the PPE team, Technical Offices, and Pods by addressing both programmatic and financial elements of new and ongoing programs, projects, and procurements.

 

The functions to be performed include:

 

Applying knowledge of Financial Management Regulations, the Federal Acquisition Regulations (FAR), DoD Federal Acquisition Supplement (DFARS), and NGA's internal policies to manage RDT&E and O&M funds for research.


Adhering to appropriation guidelines and severability policies during the execution of funding through Federal Assistance Agreements, various contract types, OTs, and other mechanisms used by research organizations.


Providing financial execution support to ensure prompt commitment, obligation, and expenditure of funds via internal and external channels.


Generating, revising, and evaluating Military Intergovernmental Purchase Requests (MIPRs) and Air Force Form-9 (AF-9s) for fund execution.


Aiding in the creation of supporting documentation for MIPR/AF-9, including Determination and Findings (D&Fs), Independent Government Cost Estimates (IGCEs), and Statements of Work (SOWs), Statements of Objectives (SOOs), or Performance Work Statements (PWSs).


Assisting in the formulation of Interagency Agreements - Agreements Between Federal Agencies using FS Forms 7600 As and Bs, and converting Memorandums of Agreement (MOAs) and Interagency Agreements (IAAs) to FS Forms 7600 As/Bs following the Department of Defense Instructions (DODI) 4000.19 and NGA's policies.


Supporting Government personnel in coordinating with external agencies for the execution of funding, ensuring clear communication regarding timelines and the acceptability of funding.
