The Air Force Civilian Service (AFCS) is looking for a Full-Time Procurement Analyst (Small Business Professional) GS-1102-13 to work with the 1st Special Operations Contracting Squadron (SOCONS) at Hurlburt Field in Mary Esther, FL.


The 1st Special Operations Contracting Squadron, Hurlburt Field, Florida is seeking interested applicants for a GS-13 Small Business Professional (SBP). Located 36 miles Southeast of Pensacola, Florida, Hurlburt Field is home to the 1st Special Operations Wing, three additional wings and approximately 40 tenant units, to include AFSOC. 1 SOCONS consists of 71 civilian and military personnel and obligates approximately $133M annually. The SBP position will be support 1st SOCONS to include signing 2579, industry days, market research, building industrial market, supporting acquisitions to meet small business goals, and etc.

Duties:

  • Provide technical guidance and analysis to the 1st Special Operations Wing (1 SOW), 1st Special Operations Contracting Squadron (1 SOCONS) Small Business Director at Hurlburt Field AFB, who services 1 SOW and tenant agencies
  • Serves as an expert liaison between internal and external customers as well as other government agencies
  • Provides business advice to the customers and/or industry partners through various events to include but not limited to internal acquisition meetings, outreach events, and/or training venues. Provide ongoing support in the procurement of strategic sourcing initiatives, large dollar and complex acquisitions for products and services in support of 1 SOW warfighter portfolio
  • Serves as the senior procurement specialist that plans, develops, organizes, and directs the overall approach to meet Small Business (SB) Program objectives for the acquisition of a variety complex 1 SOW and supported tenant unit acquisitions, ensuring that Small Business, Small Disadvantaged Business, and Socio-economic Programs comply with legal and regulatory requirements and meets customer needs
  • Analyzes, evaluates, and reviews acquisitions for compliance with FAR Part 19 “Socioeconomic Programs” and other related directives, supplements, and policy guidance
  • Advises and assists contracting and technical personnel as well as provide support to other agencies


Requirements/Qualifications:

  • U.S. Citizenship Required
  • Must be able to obtain & maintain a Secret Security Clearance
  • Education requierment: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/1100/contracting-series-1102/
  • Professional knowledge of a full range of Federal contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, guidelines and business practices that cover different contract types and market conditions applicable to the Small Business programs
  • Expert knowledge of assigned contracting and procurement specializations, and applicable contract types
  • In accordance with the Ethics in Government Act, 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
  • This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). The employee must meet or be capable of meeting Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position
