Position Description If you love high profile and challenging programing projects supporting the US Navy - Serco has a great opportunity for you! This position is seated in the Washington Navy Yard with potential opportunity for hybrid teleworking based on experience and skill level. Serco supports the US Navy as a prime for their NAVSEA contract which supports their defense work on Surface Ships. Our team provides various types of support to the Navy Modernization Process (NMP). The mission of the NMP is to provide a disciplined process to deliver operational and technical modifications to the U.S. Naval Fleet in the most effective and cost-efficient way. The process defines a standard methodology to plan, budget, engineer, and install timely, effective, and affordable shipboard improvements while maintaining Configuration Management (CM) and supportability. The Scheduling Analyst will assist the Scheduling Manager within NAVSEA 21A. You will work with a small team in developing innovative approaches to assessing Integrated Production Schedules, Port Workload and Capacities, Industrial Health, and Cost Estimating of Master Shipyard Repair (MSR) companies. The ideal candidate will possess a deep understanding of US Navy Surface Ship Industrial Maintenance, enabling them to contextualize data analysis within the unique challenges and requirements of the naval environment. In this role you will:

  • Conduct surface ship availability duration analysis and schedule health report to include verifying adherence to the DCMA 14-point check.
  • Brief NAVSEA, CNRMC and RMC personal and leadership of the health, quality, and accuracy of analyzed schedules. Access and utilize Ship Maintenance Data Improvement Initiative (SMDII), Navy Maintenance Database (NMD) & Navy Data Environment (NDE).
  • Support CNRMC Private Shipyard Brief (PSB).
  • Attend and support surface ship CNO availability planning and execution conferences and meetings.
  • Assist in the development of scheduling Community of Practice, standardizing and documenting scheduling best practices, policies, and procedures.
  • Collaborate with stakeholders to gather and analyze relevant data from shipboard operations and other sources.
  • Develop data-driven reports, briefings, and presentations for senior Navy leadership.
  • Foster strong working relationships with Navy personnel and stakeholders to ensure efforts align with organizational objectives.
  • Produce written deliverables to include reports, spreadsheets, databases, formal process mapping, technical design, system testing and implementation activities explaining their findings and recommendations for managers, executives, and other officials. Qualifications To be successful in this role, you must have:
  • A Bachelor's Degree in Systems Engineering, or a related field with 2- 4 years of relevant experience.
  • Educational requirements may be adjusted or waived for an additional 2 years of work experience
  • US citizenship and ability to obtain and maintain a Secret clearance.
  • Experience working in a Surface Ship Industrial Maintenance environment, supporting CNO level availabilities in areas such as Planning, Execution, or Certification.
  • Familiarity with ship construction or maintenance, and modernization processes and stakeholders.
  • Familiarity with data sources and systems commonly used in the naval environment.
  • Advanced competency with Microsoft Office suite of tools (i.e., Word, PowerPoint, Excel, SharePoint, Power BI etc.)
  • Ability to travel 20% Desired experience and skills:
  • Experience in the use of schedule software (Open Plan, Project, Primavera).
  • Experience generating, managing and or analyzing Integrated Project Schedules, Integrated Master Schedules or Key Event and Milestone Integrated Production and Test Networks.
  • Experience with Earned Value Management (EVM) regarding ship construction or repair.
  • The ability to extract meaningful insights from datasets and present them in a clear and concise manner.
  • Experience in the application of analytical concepts, policies, and principles.
