HJF is seeking an experienced Program Manager III to oversee complex international clinical programs supporting infectious diseases. This critical senior clinical project management position will engage across a large contingency of stakeholders and multiple sites with responsibility to ensure timely execution of milestones for the entire lifecycle of the assignments.

This position will be in support of the Global-Infectious Diseases portfolio.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.

Responsibilities

  • Experience with International clinical trials including vaccines, therapeutics and/or cohort studies for infectious disease indications.
  • Ability to contribute to the development of clinical study designs and clinical protocols.
  • Serve as project/study ‘owner’ managing all time-line, deliverable and fiscal aspects of assigned responsibilities.
  • Serve as primary point of contact with stakeholders including PI, Research Physicians, Project Sponsor including Military leadership, Clinical Operations, Data Coordinating Center and Product Quality groups, as examples.
  • Establish and maintain effective working relationships on matters of mutual interest. Track and report on progress and outcomes.
  • Develop, track and manage project budgets, prepare statements of work and budget justifications for contract requisitions.
  • Manage the process for collaboration agreements and liaise with Technology Transfer and Office of Sponsored Programs.
  • Manage key program elements, including but not limited to goals and milestones, risks, available resources, budgets, standard operating procedures, quality control, and results. Identify project interdependencies, aligning resources and efforts where appropriate.
  • Supervise, advise and guide Project Managers and technical staff throughout the program life-cycle, focusing on the strategic direction of the projects. Take corrective action as needed.
  • Support and participate in planning, creation and submission of proposals and agreements (CRADA, MTA, NDA, Data Use Agreements as examples) as requested.
  • Other related professional duties as assigned.

Supervisory Responsibilities

  • Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.

Qualifications

Education and Experience

  • Bachelor's degree required; Master’s degree preferred in Public Health or Life Sciences.
  • Minimum of 9-10 years experience required.

Licenses and Certifications

  • Project Management Professional (PMP) preferred.
  • Certified Clinical Research Professional preferred.

Required Knowledge, Skills And Abilities

  • In-depth knowledge of federal budget processes and fundamental principles of project management.
  • Strong Interpersonal skills, including the ability to clearly communicate verbally and in writing, build and maintain teams, and identify and resolve problems.
  • Experience leading highly complex project teams with multiple stake holders including US Army funder and international sites in Africa and Asia.
  • Demonstrated ability to plan, schedule, and coordinate activities to meet firm deadlines.
  • Experience with Smartsheet, REDCap and Oracle and/or other web based software systems a plus.
  • Experience working within a DoD funded agreement a plus.
  • Knowledge of clinical regulatory process a plus.

Work Environment

  • This position will take place primarily in an office setting.

Some positions or sites may require that the incumbent be fully vaccinated against COVID-19. Proof of vaccination may be required.
