Protective Force Training and Program Specialist

Berkeley Lab’s Site Security Organization seeks a Protective Force Training and Program Specialist to execute the Protective Force training program. This position manages Department of Energy (DOE) Protective Force training documents, procedures, and maintains DOE National Training Center (NTC) Training Approval Program (TAP) certification. This role serves as the primary training instructor for the Protective Force officer training program and coordinates training schedules while managing Basic Instructor Training requirements for all instructors.

What You Will Do

Program Management and Coordination

  • Independently analyze, plan, schedule, and coordinate critical elements of the Protective Force Program, focusing on training and performance management.
  • Work with the Protective Force Manager to implement, evaluate, and measure execution of the LBNL Site Security Plan and Protective Force contract.
  • Collaborate with Site Access, Physical Security, and Personnel Security teams to achieve the Site Security mission.
  • Provide day-to-day operational support and management coverage to maintain the protective force mission.

Security Program Support

  • Maintain broad knowledge of security areas to guide Protective Force management. Stay updated on security trends to adjust training and assessments for vulnerabilities.
  • Provide technical and operational assistance to Insider Threat, Physical Security, Personnel Security, and other programs as needed.
  • Ensure compliance with DOE requirements for document retention, personnel records, assessments, training, drills, and exercises. Manage records (physical and digital) per DOE standards.
  • Oversee the Physical Protection Medical Director process and manage the Contracted Protective Force medical qualification and records program.

Internal/External Audits and Self-Assessments

  • Support internal audits by UC, Lab Office of Assurance, or other audit teams. Participate in Technical Assurance, Issue Management, Performance Assurance, and Quality Assurance Programs as needed.
  • Support external audits, including DOE security surveys, independent inspections, and DOE Enterprise Assessments.
  • Independently plan and develop training program assessments with procedures and metrics. Conduct security self-assessments between DOE security surveys, covering all Safeguards and Security elements.

Professional Development

  • Pursue and achieve DOE-required training and qualifications through the National Training Center. Develop LBNL Protective Force training on security subjects and encourage personnel to enhance their security capabilities.

Security Officer Training Program Management

Primary Instructor and Curriculum

  • Serve as the primary trainer for the contracted Protective Force, ensuring compliance with DOE NTC Basic Security Officer Training (BSOT) and LBNL requirements for new officers.
  • Develop, maintain, and oversee the On the Job Training (OJT) program for all Protective Force levels, managing remedial training to ensure officer success.
  • Develop curriculum, OJT, and remedial training, and track officer training records to ensure completion of all required training.
  • Maintain certification requirements, manage relationships with DOE NTC staff, and ensure the training program meets all DOE certification requirements.
  • Draft, update, and maintain Job Task Analysis for all Protective Force positions, using DOE NTC course knowledge to improve effectiveness and training needs assessment for Safeguards and Security positions.

Miscellaneous

  • As a member of the LBNL Emergency Response Organization, the incumbent must respond to lab-wide emergencies and special events during and outside regular hours.
  • Pursue and achieve DOE-required training and qualifications at the National Training Center. Develops LBNL Protective Force training on security subjects and encourages personnel to enhance their security skills.

What Is Required

  • At least five years of experience in any combination of the following:
    • Training and instructing security or law enforcement officers
    • Intermediate force/personal defense or use of force training
    • Serving as a security or law enforcement officer
  • Proven operational oversight and program management skills.
  • Strong judgment, initiative, and problem-solving for process improvement.
  • Effective collaboration and diplomacy with diverse stakeholders.
  • Excellent organizational skills for prioritizing and completing projects on time.
  • Comprehensive knowledge of security principles, especially in protective force operations.
  • Strong technical writing abilities.
  • Proficiency in Microsoft Office Suite and Google applications.
  • Ability to multi-task in a fast-paced environment with competing priorities.
Desired Qualifications

  • Experience in curriculum development, job task analysis, and security program management.
  • Experience in performance testing, monitoring, and assessment in the security field.
  • Knowledge of Protective Force operations in the U.S. Department of Energy site, as well as applicable requirements and directives. Familiarity with DOE policies, orders, manuals, etc.
  • Prior DOE/DOE contractor experience.
  • Knowledge of the DOE security operations and security officer programs.

Notes

  • This is a full-time career appointment, exempt (monthly paid) from overtime pay.
  • This position is expected to pay $143,568 - $150,000 annually, which fits into the full salary range of $127,644 - $215,364 for the job classification of SE6.2.
  • It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on the final candidate's qualifications and experience.
  • This position will involve access to hardware, commodities, and technical information subject to export control regulations including, but not limited to, the Export Administration Regulations ("EAR") and/or International Traffic in Arms Regulations ("ITAR"). Accordingly, any hiring decision may depend in part on Berkeley Lab’s ability to obtain or rely on federal government authorizations as required, if you are not a U.S. citizen, lawful permanent resident of the U.S. (“green card holder”), asylee, refugee, or other qualifying protected individual as defined by 8 U.S.C. 1324b(a)(3).

  • This position is eligible for a hybrid work schedule - a combination of teleworking and performing work on site at Lawrence Berkeley National Lab, 1 Cyclotron Road, Berkeley, CA. Work schedules are dependent on business needs. Individuals working a hybrid schedule must reside within 150 miles of Berkeley Lab.
