Regional Maintenance Manager

The Regional Maintenance Manager is responsible for providing leadership, direction, and guidance to the assigned portfolio of properties as it pertains to their short and long-term maintenance, renovations, safety, and environmental operational activities. The position will work closely with the Regional Property Managers, VP of Operations and the EVP of Construction & Maintenance in achieving operational and fiscal goals for the individual properties and or groups. This position reports directly to and acts as an advisor to the EVP of Construction & Maintenance. The position will be primarily a resource for both site-level and corporate positions in determining best practices for compliance and operational activities.

Essential Job Functions

  • Acts as the chief advisor to the EVP of Construction & Maintenance all matters pertaining to maintenance operations within the assigned regional portfolio.
  • Evaluates maintenance programs for effectiveness and advises the Regional Managers, VPs of Operations, and the EVP of Construction & Maintenance on recommended means of improvement.
  • Evaluates and analyzes performance, reports and practices associated with maintenance and renovation operations and personnel and provides recommendations to the Director of Operations and VP of Operations for continuous improved efficiencies.
  • Works closely with the to train and ensure that the portfolio is compliant with Federal, State, and local EPA, OSHA, DOT, and other agency regulatory requirements.
  • Performs annual process and property inspections that encompass all aspects of operational competency, Asset conditions, safety, and environmental compliance. Compiles the data into a report of facts and recommendations for improvement or corrective actions to the Regional Managers, VP of Operations and the EVP of Construction & Maintenance (as needed).
  • Reviews and validates data housed in Haven’s software of record for accuracy and integrity.
  • Consults interdepartmentally to develop and improve Haven processes and procedures.
  • Works directly with the Regional Managers and with the site-level leadership to develop a pool of efficient vendors that may be needed to augment Haven team members as required.
  • Conducts operational calls with the Regional Managers within assigned portfolio.
  • Assists with the development of short and long-term capital budgets to sustain the property/portfolio.
  • Mentors and trains Maintenance Directors/Supervisors/Technicians as needed. Assists with interviews and selections of maintenance personnel.
  • Oversight of safety compliance for assigned portfolio and required EPA/OSHA required training.
  • Assists with scope development, bid analysis, Davis Bacon application and selection of professional contractors that may be needed to complete Capital Repair and Replacement (CRR) projects and enhanced renovation change of occupancy turns.
  • Works with the Regional Manager to ensures CRR items are completed within budget parameters and provides CRR update reports that track the timing, progress, and fiscal aspects of the assigned portfolio’s CRR projects to site management team, Asset Managers, DO’s and VP of Operations.
  • Performs Quality Assurance/Quality Control (QA/QC) inspections on CRR projects prior to recommending payment to the contractor/vendor.
  • Performs accident investigations as needed and attend OSHA/EPA meetings/inquiries as required.
  • Assists with the development of environmental scopes and work plans.
  • Provides environmental guidance on the development of safety Activity Hazard Analyses.
  • Provides guidance and Quality Control/Quality Assurance oversight of environmental work or projects.
  • Assists with the selection of environmental vendors if required.
  • Assures that storage and disposal of hazardous materials follow compliance with Federal, state, and local laws and regulations.
  • Develops and presents standardized training materials.
  • Ensures that unsafe conditions are corrected in a timely manner.
  • Learns and ensure compliance with all company, local, state, and federal safety rules.
  • Upholds all company policies, goals, and values.
  • Represents the company in a professional manner at all times-on and off the property.
  • Provides professional representation to command, housing, and other external parties.
  • Escalates property issues or any crises to appropriate parties.
  • Performs other duties and projects as assigned.

Required Skills / Abilities

The individual must possess the following knowledge, skills and abilities and be able to explain and demonstrate that they are able to perform the essential functions of the job, with or without reasonable accommodation, using some other combination of knowledge, skills, and abilities:

  • Knowledge of facility and construction management procedures and practices.
  • Knowledge of mechanical, electrical and HVAC systems.
  • Understanding of comprehensive housekeeping, maintenance and grounds management needs and planning.
  • Energy, utility and sustainability/environmental system and operations knowledge
  • Environmental health & safety knowledge.
  • Ability to determine work scopes, cost estimating and direction of architects, engineers and other consultants.
  • Demonstration of strong organizational skills, ability to multi-task and prioritize effectively.
  • Strong computer skills with MS Office Suite (Word, Excel, PowerPoint and Outlook)
  • Strong verbal and written communication skills
  • Ability to work effectively with team members at all levels of the organization
  • Self-motivated team player who pays close attention to detail and can prioritize in a fast-moving environment.
  • Ability to combine effective leadership and strong technical knowledge with a positive and service-oriented attitude.
  • Motivate, delegate and provide constructive feedback as appropriate to a team.
  • Excellent communication and interpersonal skills, particularly the ability to interact effectively with a wide range of different people in a variety of situations.
  • Prior team management experience a must.

Education And Experience

  • Bachelor’s degree in facilities management, planning, construction management, engineering, business administration or related degree from an accredited college or university preferred.
  • 4 - 6 years of progressive management experience in different levels of Facilities Services, Construction, Operations, or similar work environment within the multi-family industry.
