Specific Job Description
This position provides legislative analysis to OUSD(A&S) including provide executive level technical and analytic support in the areas of congressional requests and reporting requirements. The analyst is responsible for the assignment, tracking, review, and coordination of OUSD(A&S) congressional reporting requirements (CRRs). Responsible for database management of the Department of Defense Congressional Hearings and Reporting Requirements Tracking System (CHARRTS) for all OUSD(A&S) CRRs. Responsible for training the OUSD(A&S) staff in CHARRTS management and protocols at the sub-component level.
Provide executive level analytic support in the areas of congressional inquiries and reports to congress correspondence packages assigned to A&S.Provide executive level technical and analytic support to OUSD(A&S) in the areas of congressional requests and reporting requirements. Provide administrative and technical support to OUSD(A&S) in the areas of congressional requests and reporting requirements, and Government Accountability Office (GAO) and DoD Office of the Inspector General (OIG) audits. Provide analytic support to OUSD(A&S) in the areas of interagency documentation review, as well as security and policy review. Provide executive-level legislative analysis support to OUSD(A&S) including legislative research and analysis on A&S programs, with focus on monitoring legislative impacts to OSD acquisition policy, operations, or Defense Acquisition programs. Provide the Legislative Updates to A&S on schedule as required by the client. Provide analytic support to OUSD(A&S) regarding congressional hearing life cycle support. Manage legislative content on the A&S intranet sites.
Education And Experience
Advanced degree in a discipline relevant to the position plus 7 years of experience or equivalent.
Skills And Experience
Five or more years supporting legislative analysis at Agency Headquarters LevelTop Secret Clearance. Ability to coordinate legislative analysts, ensure quality support, and assign tasks within the team according to government priorities. Experience working on the Hill or in congressional relations required Strong writing skills are required. Familiarity with OUSD(A&S) staff and structure Familiarity with DoD organizational structure in general and Office of the Secretary of Defense in particular as evidenced by regular interaction with components across DoD. Ability to present information in the form of written and verbal summaries. Proficient with Microsoft Office Suite such as Word, Excel, and PowerPoint Ability to work independently and in small teams in a high operational tempo under strict time constraints. Ability to use additional tools such as DoD Correspondence and Task Management System (CATMS), Congressional Reviewer, and the Congressional Hearings and Reporting Requirements Tracking System (CHARRTS), GAO Liaison Analyst Database Information System. (GLADIS), DoD IG. Net Application and Congressional Reviewer, Congressional Hearings and Reporting Requirements Tracking System (CHARRTS), Office of Legislative Counsel GreenSheet.
