POSITION OVERVIEW:
The Capital Program Department (CAP) is responsible for design and construction of a wide variety of projects throughout New York City. Department staff consists of professional engineers, architects, landscape architects, and city planners. Project types include waterfront development, buildings, major infrastructure, resiliency and public open spaces.
Reporting to a Senior Vice President, the Capital Vice President (VP) leads the project delivery process – capital planning, design, and construction - of multiple projects on behalf of NYCEDC assets or other City agencies. The VP is NYCEDC's primary interface with and manager of the Capital team's project contracts, providing oversight for all phases of work, from design through construction and project close-out. The position is responsible for managing project management staff through all phases of design and construction, identifying and mitigating the risks inherent in building innovative and complex projects, ensuring projects controls are in place, and working towards a greater level of equity and inclusion with MWDBE participation.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Capital Program:
Provide project supervision of departmental Project Managers, and advise/direct on a continual basis to ensure proper project momentum and professional growth.
Collaborate with department leadership to refine departmental strategy, and facilitate and track goals.
Reinforce the Capital Program vision and mission to junior staff .
Provide technical and administrative support following Capital Programs' Standard Operating Procedures (SOPs)
Design & Construction:
Oversee all phases of project development, from procurement of the design and construction teams through existing conditions assessments, programming, feasibility studies, estimating and budgeting, schematic design through construction documentation, regulatory submissions, constructability review, bidding, construction, and project close-out.
Interface with senior staff level officials at related City, State and Federal Agencies.
Collaborate effectively with internal and external stakeholders.
Monitor and ensure project goals, including scope, budget and schedule, are met.
Execute a risk-based management approach to project delivery which includes: identifying and appropriately mitigating project risks.
Anticipate regulatory agency, City Agency and private utility approval processes as well as critical path work-flow to ensure positive project momentum.
Lead and influence project teams to achieve desired outcomes.
Represent NYCEDC at professional and public forums, including EDC Executive Committee and EDC Senior Staff.
Create, build and develop effective working relationships throughout the Corporation, and with Agency officials and consultants.
Delegate and assign work as appropriate to employees' capabilities and NYCEDC needs.
Interdepartmental Coordination:
Interface and coordinate with the various departments at NYCEDC to ensure that the relevant expertise is brought to bear on each project.
Correctly interpret and apply NYCEDC policies and procedures.
Communicate effectively and inclusively at all levels of the organization.
Present project details to internal and external stakeholders including elected officials and City Hall, business owners, prospective and existing tenants, community groups, and other agencies.
Management & Communication:
Provide oversight and mentorship of junior and intermediate project managers on the team.
Ensure all employees and supervisees are oriented to their position and provided with appropriate training and continuing education for ongoing professional development. Monitor performance, provide coaching and feedback on an ongoing basis.

QUALIFICATIONS:
Bachelor's or equivalent degree required; Master's degree preferred
Strong preference for Professional registration (PE, RA, RLA, RIA, AICP, CUD, CCM. PMP)
9+ years of relevant professional experience in architecture, construction, real estate development, owner's representation or a related field
Demonstrated experience managing projects from start to finish, leading projects through ambiguity, and galvanizing resources from various teams in concerted action
Demonstrated ability leading teams and developing and mentoring staff
Outstanding relationship management, communication (written and verbal) and presentation skills
Demonstrated track record of developing and maintaining productive working relationships with internal and external stakeholders
Proficiency and experience with construction, building management and maintenance software preferred
Valid driver's license preferred
Must obtain/maintain New York City residency within 180 days of hire
Salary Range
$130,000—$135,000 USD
