Setting up national security "criticality factors” for future crises is a crucial step towards mitigation and preparation. Defining criticality at the national level involves understanding the importance of information and systems in the face of escalating conflicts or crises. Adopting a forward-looking crisis-informed approach to national security would help to determine criticality levels and institutionalize a response that could prevent future intelligence failures or catastrophic losses.
