NSW Housing and Homelessness Minister Rose Jackson is a supply denialist. Instead, opts for harmful mandates to make projects for additional housing unviable. ABC quotes her as saying "You will not see me proceeding with a state redevelopment that only delivers 30 per cent social and Affordable Housing, it isn't enough." Prefering no housing at all, to approving a whopping 30% below-market rate housing because "it isn't enough". With a crisis rental vacancy rate of 1.5%, a minister for housing should be hell-bent on making Argyll St viable, by simply negotiating - if affordable housing targets are non-negotiable, offer a higher density bonus, or chip in public funds. This project will instead drag on for years without delivering an additional home. Argyll St would be new housing for ~1200 people or 1.6% of Coffs Harbour's population. As a rule of thumb, prices would reduce by 2.5x or 4% - an enourmous $20 per renting household per week, from 1 simple project! Residents would be outraged if they understood. Community consultation is not the answer to complex economic problems, expert opinion and the overwhelming consensus in paper after paper from housing affordability research is that supplying new housing makes housing affordable. This is because new residents vacate their old place, freeing it up for someone less wealthy, who frees it up for someone even less wealthy, all the way down the "Vacancy Chain" to house someone who might be on the Affordable Housing waitlist.. but at a market rate. The only reason so many people are on a waitlist is because market-rate housing is so insane - most are hard working Australians with incomes. Others are families already subsidied with Commonwealth Rent Assistance looking for market-rate housing.
We’re taking a more collaborative approach to the planning and delivery of new social housing in Coffs Harbour on the NSW Mid North Coast. Following widespread concern from tenants and the local community, yesterday the government announced it is abandoning plans to renew the Argyll social housing estate. We've listened to the local community and their feedback will continue to shape our work in Coffs Harbour. Genuine and meaningful engagement is key. We will now be undertaking broad community consultation with local residents, local Community Housing Providers, the Aboriginal Housing Office and the Local Aboriginal Land Council to develop a Local Area Plan to deliver housing for those in need. We’ve been thinking lately about how very useful rural exception sites are to rural communities, and how they might be under appreciated! Most of the community land trust led affordable housing projects that we support are built on rural exception sites. Many of these are simply a corner of a farmers field in a village where housing need is high and it’s hard to build new homes because of planning constraints and high land values. We’ve seen rural exception sites working beautifully for many places like this. Community land trusts leading small developments of affordable housing (usually social rent) for local people on rural exception sites bring forward sites that meet community needs, at costs that make schemes possible - and provide exemptions from the right to buy so that homes remain affordable for local people forever. Knowing that the homes are not at risk of being sold through right to buy is a massive motivator for community groups to work on delivering affordable homes in their places. Although the CLTs we work with deliver in partnership with a housing association, they appoint their own architects and work closely with them to get the homes they know local people will welcome.
