✂ United States Space Force acquisition chief puts floundering contractors on notice. Frank Calvelli, the official in charge of herding space acquisition for the United States Department of the Air Force, has issued his first “scorecard” on program performance — with five programs on the bottom rung and struggling to stay abreast of their requirements. The scorecard is an internal document, and will not be released to Congress or the public as it “contains assessments of the classic cost, schedule, and technical performance of programs.” Ultimately, the report could trigger a decision by Calvelli to terminate a program or dump an underperforming contractor. Calvelli explained that there is no reason why the Space force has to stick with failing contractors. “If you hire a general contractor to come to your house and they do a bad job, typically you’re not going to hire them again… There’s lots of new companies coming online, lots of fantastic companies out there. As the need for global Milsatcom and Givsatcom services increase should governments build new systems or buy from commercial assets? “Exploit what we have, buy what we can, build what we must.” While this has been the message of U.S. Space Force leadership over the past few years, many agree that it hasn’t necessarily been the practice. Two new strategies released this spring — the Department of Defense Commercial Space Integration Strategy and the Space Force Commercial Space Strategy — formalize policy goals to integrate commercial solutions into the national security space architecture. These strategies lay out priorities, approaches, and lines of effort to integrating commercial capabilities and identify specific mission areas that are prime for greater commercial integration. This is where we're headed, if of course we don't get in our own way, which quite often from my perch looks like about a 50-50 possibility. Balance to be sought on this front, between wild wild west and smart, collaborative and enterprise design-focused governance. There's that word again: Governance. The MILDEPs need to keep a handle on reasonable space equities, and engage USSF/SSC/SPACECOM in the right nuanced conversations about participative governance -- in both design-time and in run-time, across all of the things the entire DoD will do in commercial space in the coming years. That is, how, what and how many, and in what designs we field and sustain COMSATCOM, and how we are then able to operate fluidly and seamlessly, without squabbling over service priorities or tripping over each other out forward, where fluid and seamless really count, and we all need to operate as a combined joint force, greater than the sum of its parts. As the article explores, you have to have the right ground equipment, the right interoperable protocols and data/interface standards, and you have to have and execute to a vision of unified EM&C (or EM&SA - which might be as good as it gets), employing ML and SD-WAN/NFV types of concepts. That won't build itself through various and escalating separate acts of random COMSATCOM service subscriptions and ground terminal fieldings. This is all going to require some nuance and brilliance to get right.
