$191 million in funding is now available to support mitigation projects nationwide! FEMA announced the significant funding opportunity, authorized through the Further Consolidated Appropriations Act, 2024, to bolster resilience across 35 states, the District of Columbia, and one Tribal Nation. This funding is part of FEMA’s Pre-Disaster Mitigation grant program and complements other Hazard Mitigation Assistance programs designed to help communities strengthen their infrastructure against severe weather events. Hazard Mitigation saves lives, protects property and is a good investment. According to FEMA, communities save $6 for every $1 spent on Hazard Mitigation. Hazard Mitigation makes sense and communities should take advantage of 404, 406 and BRIC funding opportunities to enhance their resiliency to natural disasters and foster greater economic development. #hazardmitigation

Ms. Hart puts it perfectly that "getting good data in order to secure funding requires funding in the first place, and that’s exactly why the Resilient Florida Grant Program, which requires no up-front funds for planning studies, has been so significant to countless communities in Florida." Rural communities rarely have the capital to get their baseline data required when disaster strikes and emergency funds and grant applications are needed. Opening funds for planning studies curtails this issue, allowing underserved rural communities to be prepared and ahead of the "game." Successful grants require data, proven methodologies, and preemptive practices showing forethought and preparation. Opportunity alert 🚨 : The application period is open for a federal program that will help communities build capacity to apply for a federal grant that builds community resilience. FEMA's Building Resilient Infrastructure & Communities (BRIC) Direct Technical Assistance (DTA) program offers non-financial technical assistance to communities that prepares them to apply for a future BRIC grant. As a former grantmaker this makes me happy because with BRIC DTA, the government is doing a better job of meeting communities where they are so that they can access federal dollars. BRIC DTA support lasts for 3 years and can include things such as climate risk assessments, community engagement, partnership building, and mitigation and climate adaptation planning. Applicants can be cities, townships, tribal nations, counties, special government districts, boroughs and groups of two or more of the aforementioned. Communities DO NOT have to have the full extent of a hazard or plan to reduce hazard risks scoped out to apply. Also, priority will be given to those communities that are disadvantaged (based on ERDC, CRDZ and CEJST data). We all know a paradigm shift is needed to move from spending 97% of funds post-disaster, keep communities connected, better protect our first responders & workers & mitigate the massive peak workloads & cost penalties associated with post disaster infrastructure recovery…. But how can the NSW Govt cause the catalytic change needed… It’s simple really - release Councils from the burden of the emergency services levy (effectively LG funding State Govt currently) - in return gain agreement from NSW Ccls to: 1. develop & implement critical infrastructure resilience plans, especially for local & regional roads & use the funds saved for that purpose 2. maintain or increase their own source funding for roads (already a requirement for Roads to Recovery funding) 3. seek input from & transparently report to the community & Local Emergency Management Committee how these funds have been used by Ccls to build resilience Without change, costs are predicted to double by 2060! With Govt advising that every $1 spent now will save up to $10 in the future, moving to a pro-active model with reduced future disaster cost is truly a ‘no brainer’. And the NSW Government is well positioned to bring real positive change immediately with the ‘stroke of a pen’.
