Located along the Minnesota River, Shakopee is the seat of Scott County and boasts a growing population of 42,000 residents. Daily operation of the city is performed by various departments under the supervision of the city administrator. City services are provided by a staff of 150 full-time, 200 part-time and more than 300 seasonal employees.

GFOA's Fiscal Fluency Challenge sought creative ways to explain budgeting numbers to others. After numerous entries, the City of Arlington, Texas, was selected as the winner! Arlington created videos to make public finance easy to understand. They used themes like “Build, Unite, Create,” comparing budgeting to a Lego set, and “Budget Bites,” which was styled like a cooking show.
