Minimum Qualifications

Education Level required: bachelor’s degree in business administration, Finance, or relevant area.

Master’s preferred.

Equivalent Experience required: 6+ years’ business experience, including supervisory and management responsibility experience preferred.

Knowledge required: Knowledge required: Familiarity with NYS procurement guidelines. Excellent communications, writing and analytical skills.

Basic Function

Serves as primary advisor to the VP, Contract Administration with oversight of the ESD and subsidiaries procurement process. Ensure compliance with Public Authorities Law, NYS Finance Law, NYS Tax Laws and ESD Procurement Guidelines; and provides guidance and oversight to the senior procurement directors managing procurement training, and policy implementation.

Work Performed

  • Leads an agency-wide procurement oversight program that maintains an audit-ready and compliant program during state audits and freedom of information requests.
  • Provides procurement policy and guidance to subordinate professionals and is a principal advisor to the VP, Contract Administration.
  • Leads and conducts periodic reviews of procurement programs, related policy and proposes changes to the VP, Contract Administration.
  • Manages comprehensive, structured, customer-focused processes to ensure procurement professionals execute their responsibilities in accordance with ESD directives.
  • Advises program managers on developing program baselines, documenting key performance parameters, and performance assessment approaches for projects under development.
  • Fosters workforce development and competency building with ongoing training and mentorship targeting procurement unit staff.
  • Researches and analyzes regulatory guidance and policies on programs to develop and recommend either new local policies and procedures or revisions to existing policies and procedures in collaboration with agency stakeholders.
  • Drives growth in the corporation’s procurement efforts to utilize Minority and Women-Owned Business Enterprises (MWBE) and Service-Disabled Veteran Owned Businesses (SDVOB) to ensure compliance with New York State Executive Law Article 15-A.
  • Partners with the information technology leadership team to identify critical needs and opportunities for long-term contracts.
  • Completes projects, tasks, and other duties as assigned by the Vice President of Contract Administration.
