Join us as a Director, Corporate & State Government Affairs, where you will be the regional lead for all corporate reputational work and the registered lobbyist for all public policy matters. This role is for a strategic leader who will work with government, civic officials, and the community while executing the legislative state strategy in an assigned region. You will design and execute flagship programming as well as state and local government affairs activities to shape legislation that will afford patient access to our medicines.

Accountabilities:

External


  • Develop and execute a regional plan to enhance our corporate reputation, increase our community presence, and showcase our innovative R&D sites.
  • Develop and execute our therapeutic flagship programs involving multiple stakeholders to ensure successful pull-through with commercial teams.
  • Lead a regional community engagement strategy involving multiple stakeholders.
  • Develop and execute state-based lobbying campaigns based on company priorities.
  • Strategically integrate state policy within public and private payers to ensure AstraZeneca brands are accessible for all patients.
  • Identify and lead opportunities to expand early diagnosis for patients, working with public health officials, patient groups, and other subject matter experts.
  • Develop and maintain strong working relationships with key influencers including but not limited to elected officials in the state legislatures, governors, executive agencies, trade associations, think tanks, and third-party allies on the local and state level.
  • External thought leader based on substantive and legislative know-how.
  • Demonstrate leadership with national political organizations and committees to execute our policy programming strategy.
  • Strategically connect with experts on matters relating to sustainability and health equity; develop and execute plans to advance AstraZeneca interests.
  • Participate in Political Action Committee (PAC) grassroots solicitations and organize and attend fundraisers.


Internal


  • Lead workstreams with internal experts to assess corporate priorities pertaining to building positive community ecosystems.
  • Collaborate in the planning and strategic execution of enhancing corporate reputation.
  • Provide leadership within the organization on local state-related public policy issues.
  • Ensure alignment and integration of state-related key business objectives and strategies among all AZ stakeholders, including commercial business partners, market access, legal, sales, and marketing.
  • Identify, analyze, and act on legislation and regulatory initiatives as well as emerging issues that impact the company.
  • Act as an internal thought leader and resident expert on local legislative matters and strategic decision making on public policy.
  • Manage SGA interaction and integration with commercial business, including developing and implementing legislative/regulatory strategies to assist and achieve brand objectives.
  • Strategically allocate and manage SGA resources.
  • Assist Director of Political Programs in PAC education and recruitment efforts, including internal speaking engagements.
  • Liaison with Corporate Affairs internal customers to ensure strategic link with corporate brand initiatives.
  • Identify and assess legislative/regulatory opportunities pertaining to sustainability, health equity and corporate reputation.
  • Liaison with AZ's federal government affairs lobbyists on issues pertaining to specific regions; employ state strategies to mitigate impact of Inflation Reduction Act.
  • Assist Head of SGA East and West in managing contract lobbyists and strategic alliance managers.
  • Understand AZ's business goals and priorities; build strategies to support.
  • Identify and act on emerging issues in the political environment.
  • Perform tasks such as budget allocation and evaluation of consultants.


Essential Skills/Experience:


  • Bachelor's degree
  • 6-8 years of experience in pharmaceutical or related industry
  • Strong public speaking skills
  • Strong negotiation and advocacy skills
  • Knowledge of legislative, regulatory, and political processes
  • Requires strong internal stakeholder and alliance building capabilities
  • Amenable to lobbyist's travel/schedule; including travel, late night, off-hour and weekend responsibilities -- Up to 40 % travel is required
  • This field-based position requires candidates to reside within designated territories (NJ, NY, PA) for regular travel
  • Travel to the company locations in Wilmington DE, Gaithersburg MD, and Washington DC


Desirable Skills/Experience:


  • 8-10 years of experience in government, politics, or government affairs with a minimum of 6 years in the biopharmaceutical or related space
  • Expert interpersonal communications; public speaking and writing skills
  • Demonstrated ability to work on large public affairs projects aimed at enhancing corporate visibility with our growth and expansion
  • Deep knowledge of the healthcare industry especially with public & private payers, supply chains, and state/federal political influence on the pharmaceutical business
