Patients and caregivers often receive payment to help manage clinical trial- related hardships. But for Americans on public assistance, reportable income may threaten to disqualify them for programs such as SNAP and Medicaid. Many communities that aren’t represented in the drug development process are kept out of clinical research by an unintentional dynamic caused by our tax rules. Choosing to participate could be the same as giving up access to benefits they rely on. Mural Health is calling on Congress to add a gross income exclusion for all payments made to clinical trial participants. The exclusion would also remove reporting requirements that prevent the ~90 million Americans (~27% of the population) enrolled in a public assistance program from participating in clinical research. Earlier this year, Mural Health introduced the Harley Jacobsen Clinical Trial Participation Income Exemption Act (H.R. 7418), co-sponsored by PA Congressional leaders Mike Kelly and Chrissy Houlahan. The bill seeks to exclude all payments, to all participants, in all clinical trials from being treated as taxable income. Mural Health team members Edward Kaminsky (pictured below) and John Hall (behind the lens) had a great time in Scottsdale last week at Society for Clinical Research Sites (SCRS) West: Clinical Tech & Innovation Summit! A key takeaway for us? Clinical trial sites are ready to embrace modern tech, knowing it will benefit their patients, help their site remain relevant, and enable access to a more diverse participant pool. However, a major point of concern is implementation time. For tech-enabled trials, nearly 20% of lead study coordinators spend a whopping 16-20 hours per month on training.
